Competition rules and regulations for inter-state and regional male/female Myanmar Lethwei tournaments
Preamble
1. Nowadays the interest in Myanmar Lethwei, which is unique to other international martial arts, is increased and penetrating into international arena, in addition to in country interest. Athletes from different martial arts background are taking part in professional level local and international events, which are organized with Myanmar Lethwei rules. To maintain the momentum and having firm foundation, it is required to make systematic arrangements to develop the capacity of Lethwei athletes across Myanmar. On that account, Myanmar Lethwei Federation (MLF), Department of Sports and Physical Education (DSPE) has disseminated the rules and regulations for the organization of inter-regional and state Lethwei tournaments systematically.
The rules and regulations
2. (a) The rules means Lethwei rules for inter-regions/states males/females tournaments
(b) The Executive Committee means the leading committee which comprises of Chairman of Myanmar Olympic Committee, Officials from DSPE, President, Vice Presidents and Secretary of MLF
(c) The Arbitration Board means the board comprises of Director General, Deputy Director General, Director (Competition/Training) of DSPE, President, Vice Presidents, Executive Committee members and Secretary of MLF.
(d) Tournament Committee means the committee comprises of the officials from DSPE, the Executive Committee members of MLF and the representatives from the regions and state Lethwei teams.
Section (2)
Name of tournament
1. The name of the tournament is inter-region and state, male/female Lethwei tournament
Section (3)
Types of competitions
Male
1. The following categories will be included in Lethwei tournament for male.
a. Male (a) level competition
b. Male (b) level competition
c. Male (c) level competition
d. Male novice level competition
Female
1. The following categories will be included in Lethwei tournament for female.
a. Female international level competition (boxers who have competed in international events)
b. Female national level competition (boxers who haven’t competed in international events)
Weight categories, time, rounds and medical check-up
Weigh-in
1. Weight categories for inter regions and states tournaments (male) are as follows-
a. Light fly 48 kg
b. Fly 51 kg
c. Bantam 54 kg
d. Feather 57 kg
e. Light 60 kg
f. Light welter 63.5 kg
g. Welter 67 kg
h. Light middle 71 kg
i. Middle 75 kg
j. Light heavy 81 kg
2. Weight categories for inter regions and states tournaments (female) are as follows-
a. Light fly 48 kg
b. Fly 51 kg
c. Bantam 54 kg
d. Feather 57 kg
e. Light 60 kg
f. Light welter 63.5 kg
g. Welter 67 kg
3. The time and rounds for inter regions and states male/female tournament are as follows-
a. Male (a) level competition
3 minutes fight x 2 minutes rest (5) round
b. Male (b) level competition
3 minutes fight x 2 minutes rest (4) round
c. Male (c) level competition
3 minutes fight x 2 minutes rest (3) round
d. Male novice level competition
3 minutes fight x 2 minutes rest (3) round
e. Female
(International level) 3 minutes fight x 2 minutes rest (3) round
(National level) 2 minutes fight x 2 minutes rest (3) round
Weigh-in and Medical check-up
1. The initial weigh-in and medical check-up shall be conducted a day before the tournament starts between 0800 hrs to 1000 hrs
2. On the days of the event the weigh-in and medical check-up shall be conducted between 0800 hrs to 0900 hrs
The day that contestants must arrive
1. All contestants (teams) must arrive at least one day before the tournament
Section (4)
Competition rule
1. The competition rules for inter regions and states male/female Lethwei tournament are the rules approved by the MLF. And scoring system shall be applied for all competitions.
Section (5)
Contestant team formation
1. Contestants must take part in the tournament as the team members of respective region and state teams
Eligibility
1. General guidelines
a. Must be Myanmar national
b. Age limit 17 to 40 years
c. Shall submit NRC card. If the card is damaged or the contestant hasn’t made an NRC card the contestant shall obtain the recommendation from respective township immigration department covering validation of date of birth and Myanmar nationality
d. Depending on the weight categories approved, for one weight category one person from one region/state can be enrolled
e. Those are brought to the tournament must be the actual contestants. No reserves or cheating on the level are allowed to bring
2. Qualification of the boxers
a. The qualification needed for the region/state (male) are as follows
1. For (A) levels, gold belt winners, Dagon banner winners, gold medalists from inter-state/region tournaments are not allowed to compete
2. For (B) levels, boxers who have competed in 5 round challenge fights, and gold medalists from inter-state/region tournaments are not allowed. Boxers who competed only in 4 round 3 round challenge fights are allowed.
3. For (C) levels, gold medalists of (C) level tournaments but never took part in (B) levels are allowed.
4. For Novice level, boxers who won prize in 5 rounds, 4 rounds and 3 rounds fights, boxers who have experience in international fights, and novice level gold medalists of inter-region/state tournaments are not allowed
b. For the female competitions the same conditions which were mentioned above (2.a) are applied and the boxers shall be in the nominated weight category
3. Entitlement of Manager, Coach and Referee/Judge to be the official team member
a. (1) manager who is officially approved by the Sports and Physical Education Committee of respective region/state, number of coaches in proportionate with the number of contestants, (1) Referee/Judge who is recognized by MLF can be the official team member
b. For all regions/states, male/female competitions, for the teams which comprises of 18 and more contestants can bring 4 coaches, for the teams which comprises of 8 to 17 contestants can bring 3 coaches, and for the teams which comprises of 1 to 18 contestants can bring 2 coaches.
c. If female contestants are included, 1 female team manager from respective region/state
Section (6)
Enrollment of contestants
1. The forms for enrollment prepared by the Organizing Committee are described together with the stipulations sent to the teams
2. Those forms shall be filled completely and sent to the inter-region/state Lethwei Tournament Organizing Committee before the weigh-in, medical check-up and draw and byes.
Section (7)
Screening of contestants
1. Screening, approval and disapproval of enrolled contestants will be made in the meeting (Managers meeting) held by the organizing committee with the managers from regions and state teams
2. The Managers meeting will be held one day before, after the weigh-in. After that the session of draw and byes will be conducted
3. No complaints on eligibility of enrolled boxer will be accepted after the approval of organizing committee and inclusion in the draw and byes
Medical Examination
1. Every contestant shall undergo initial medical examination and obtain fit to fight recommendation from respective township hospital. Contestant shall submit such medical certificates to the organizing committee when they come to the competition. Without that the contestant shall not be allowed to take part. In that case, the team manager shall be solely responsible.
2. Contestant may be called for doping test as and if necessary
Section (8)
Objection
1. If a team wants to make an objection, it can submit to the Arbitration Board by paying 50000 kyats as deposit. If the Arbitration Board approve the objection, the deposit shall be returned to the team and if disapproved the deposit shall not be returned. Anyway, the result of the competition shall not be changed due to the objection.
Section (9)
Overall Champion Team (OCT) and Level Champion Team (LCT) awards
1. OC shall be awarded by summing the number of medals (gold, silver, bronze) for different levels and weight categories of male and female competitions. The arrangement of awarding OCT. LCT and individual prizes are as follows-
a. There shall be one LC for each level of male and female competition totaling 5 LCT.
b. The OCT shall be awarded by summing all medals of different levels of male/female competitions. If more than one team have the same number of gold medals, the OCT will be awarded to the team which gets highest number of silver medals. Henceforth, if more than one team have the same number of silver medals, the OCT will be awarded to the team which gets highest number of bronze medals. Even then, if more than one team get the same number of bronze medal the OCT will be awarded jointly to those teams
c. OCT and LCT shall be awarded only if there are 3 contesting teams at least.
d. Gold, silver and bronze medals shall be awarded for 1st, 2nd and 3rd positions respectively.
e. Best boxer prize for every level shall be awarded
f. The boxers who get penalty due to violation of rules and disciplines shall not obtain any award
g. Without competing no boxers shall be awarded
Section (10)
Decisions and Approval
1. The decision of Executive Organizing Committee shall be the final for interpretation of Lethwei competition rules and regulations as well as issues not included in the competition rules and regulations.
Section (11)
Modification, supplementation and nullifying the rules and regulations
1. The Executive Organizing Committee has the right to modify, supplement and nullify the rules and regulations
